Thank you very much for helping with the sheriffing today.  This CL LGTM, but I
think you can just disable on android only (the 3 bugs from today are only
reproing on android_n5x_swarming_rel AFAICT [following the links from the
bugs]).  For example of how to disable only for a particular target OS you can
look at https://codereview.chromium.org/2524083002.
