This seems to be adding a new top-level prefix in histogram names.

This is generally discouraged unless you expect this will be used a lot for new
metrics. Can this be nested under an existing prefix?

Currently, the API is only provided for silent push, however we intend to add
support for other background processing in the future. 

I would imagine that we would eventually add another 3-4 metrics under this
heading.  we could, conceivably, move the metric under PushMessaging, but that
only makes sense for the silent push case, and would be very odd when we add
other  functionality.
