Give ServerWindowCompositorFrameSinkManager ownership of GpuCompositorFrameSink

Give ServerWindowCompositorFrameSinkManager ownership of GpuCompositorFrameSink

GpuCompositorFrameSink was outliving WindowServer and GpuServiceProxy but
was reaching into those objects at tear down. This was causing segfaults.

This CL gives ServerWindowCompositorFrameSinkManager ownership of
GpuCompositorFrameSink thereby eliminating the lifetime issue.
