I'm working on refactoring the code in layoutBlock() and layoutBlockFlow(), and
as part of that I took a closer look at the
PaintLayerScrollableArea::FreezeScrollbarsScope mechanism. I couldn't get it to
infinitely loop if I removed it, neither with
fast/table/row-height-recalc-terminates.html nor
scrollbars/overflow-auto-infinite-loop.html . That's probably okay, though. The
infinite loops may have been caused by other bugs that have been fixed
afterwards.

That said, PaintLayerScrollableArea::FreezeScrollbarsScope certainly serves a
purpose. I removed it and gave it to the trybots:

The only test that failed was
virtual/rootlayerscrolls/scrollbars/auto-scrollbar-fit-content.html .

So let's evil up the test somewhat, so that it would also fail outside of
virtual/rootlayerscrolls.
