Reland: Don't early out recursion into PaintLayerChildren when computing composited bounds.

The difference from last time is that the root ancestorLayer is passed along to
PaintLayer::expandRectForStackingChildren, so that localClipRect rects are
computed w.r.t the composited element, not the stacking parent.

This version fixes these bugs:

1. Stacking descendats of a composited PaintLayer which are in the same
composited layer but
not clipped by the owning PaintLayer

2. Separate the concept of the ancestor compositedLayer from the stacking
parent.

In the first attempt at committing this patch, #1 was fixed, which revealed #2
in tests. The
result of #2 was that a stacking grandchild of the composited layer did not get
properly
clipped. There were similar bugs for the other uses of what used to be called
"ancestorLayer"
which assumed that "ancestorLayer" meant compositedLayer, not stackingParent.

Added a test for #2. Verified that the root-layer-scrolling test which failed
after this patch
landed the first time now pass and don't have under-invalidation. The
under-invalidation was
due to changes to the boundingBoxForCompositing of the LayoutView due to failing
to clip
grandchildren. In a separate patch I'm trying to remove use of
boundingBoxForCompositing
in ViewPainter for the document background.
