Fix build on Fedora 20.

Fix build on Fedora 20.

The build broke because atk_focus_tracker_notify is deprecated since ATK
2.9.4 and Chromium builds with warnings set as errors.

I tried to build Chromium on Fedora 20 (alpha), and ran into this issue. After
this patch, I was able to build the all_webkit target.

Rather than the ifdef, please just remove it entirely. I read up on the bug and
it just isn't needed anymore.

I signed the CLA at least once. (most likely 3-4 times over the past couple of
weeks) Did I get it wrong?

Done. I added a comment for the focus-event message that seems to have been
deprecated as well. Is this fine, or should I stop emitting the event
altogether?

even though there's a new recommended way to do it.
