Disable tests on ios-simulator-xcode-clang

Tests are mostly redundant with ios-simulator, and are eating Swarming capacity we could use to put additional tests on ios-simulator. We're mostly interested in the compilation differences for this builder.

This LGTM.  I don't think we need to run tests on these binaries, and we'll get
some coverage from the device bots on the official builders.

Are we feeling a capacity crunch that's motivating this change?

Ideally we'd scale up tests 5x on ios-simulator to match the 10 platforms that
are tested downstream (only 2 are tested currently on ios-simulator). I think
the capacity we have and are getting in the future would be better served for
that. But let me know if we do ever want tests enabled for Xcode clang.
