Update timezone db to 2016i

Update timezone db to 2016i

Turkey decided to stop DST and to stay in UTC+0300 year around. Without
this change, Chrome is 1-hr off in Europe/Istanbul.

This is updating ICU 56.1 for M55 branch.

TEST= In JS console, run the following. The result should be 3:00 instead 2:00.
