Add a target to produce a SyzyASan instrumented build of content_shell.

A further CL will use this target to add this artifact to the Windows SyzyASan LKGR archives.

Oops, this target shouldn't be build in the x64 builds, I'll put this under a
'target_arch=x86' condition asap (I'm currently in a training)
