[ios] Adds test provider implementations.

[ios] Adds test provider implementations.

Adds test implementations for the following providers:
  InfobarViewProtocol
  LiveTabContextProvider
  SyncedWindowDelegatesGetter

This keeps with the rule that sub-providers must always exist, to prevent
production code from having to check for NULL everywhere.
