Update ARM trusted root image to include precise security updates.

The fact that our arm trusted root image was ignoring
precise security updates meant that it had an out of
date copy of libnss3-dev which caused recent versions
of chrome to fail to build.

Also remove old script for building arm lucid toolchain.

TEST= build chrome with new root image.
