I'm adding this function but not calling it from anywhere because avoiding
duplicate prefs registration involves a bit of a CL dance.  A future CL will
call this from ios/chrome/browser/prefs/browser_prefs.mm.

Could you explain the duplicate prefs registration dance?  I think it may not be
necessary to upstream this since we're removing the browser state pref and
replacing it with a local state pref:
