Re-enable AppBannerManagerBrowserTests.

Re-enable AppBannerManagerBrowserTests.

This CL re-enables the disabled AppBannerManagerBrowserTests. Prior to
landing, this has been run through 50 iterations on each of the Linux,
Windows, and Mac trybots with no flakes observed.
