Description

Add roll_skia_with_chrome_changes script - DON'T COMMIT ME! Context: Skia changes frequently require an associated change in Chrome. We'd like to have an automated way to commit the necessary Chrome changes as part of the same DEPS roll. This is just a proof-of-concept and its functionality should eventually be folded into safely-roll-deps or AutoRoll Bot. It also uses a pure-git workflow, which we'll need soon. BUG=skia:2457
