Hi Sam,

Removing this switch as it refrains flash content from loading on the page. No
regressions found in run_py_tests.py and run_java_tests.py.
Presubmit looks good as well. https://test.corp.google.com/ui#cl=138693766 (
test failures are related to the crrev.com/429386).
