Reenable several BrowserFocusTests under crbug/163931

Reenable the following tests in BrowserFocusTest for linux_aura:
LocationBarLockFocus,
FocusOnReload,
FocusOnNavigate,

By introducing BrowserActivationWaiter, this should guarantee no flaky on focus-related tests.
