I suggested you define the interface in a separate file because I assumed you'd
reuse this in ArcServiceManager (instead of defining its own
ArcServiceManager::Observer), but well, having its own
ArcServiceManager::Observer seems just fine (and probably better.)

Feel free to merge this back to ArcIntentHelperBridge if you want. I'm also fine
with the current code though.
