This config determines what steps/tests get dynamically added, right? And we'd
want to add the same sets of tests on the Trusty builders as on the
corresponding Precise builders?

Yes

All other things being equal, yes :).

However, I'd actually really like to see these tests moved as much as possible
to the main testers on chromium.{linux,mac,win}, 
and just leave the layout tests running on chromium.webkit. That'll help ensure
we get as much coverage by default as possible
and make it clearer that this waterfall is just for the layout tests and should
go away when the layout tests are swarmed.

But, for now, LGTM. Moving the tests is a separate effort from upgrading to
Trusty.
