It was suggested by a couple of people that SecurityContext was a better spot
for Feature-Policy than Frame, so I'm moving it there.

LGTM. Moving this to `SecurityContext` will make it easier to apply restrictions
to `Worker` environments in the future.

Note that this will effect the other patch, as you'll need to move things to
`RemoteSecurityContext`.
