Move outline out of StyleBackgroundData into StyleRareNonInheritedData

Move outline out of StyleBackgroundData into StyleRareNonInheritedData

Outline has nothing to do with background. Move it into
StylerareNonInheritedData. This makes clear that
StyleBackgroundData::operator==() means backgrounds are
the same.
