I tested using ccameron's suggestion in the crbug. I also looked at the
implementation of _NSWindowHostsLayersInWindowServerDefaultValueFunction, which
still checks to see if the app was built against macOS 10.9 SDK or higher.

If there are performance regressions, I would expect our perf tests to catch
them.
