sync compositor: Fix multiprocess software clipping

Apply the clip before the matrix, so that matrix is not applied to it.
Not entirely sure why recent clipping changes did not expose this.

this code is meant to just transfer the exactly skcanvas over ipc. and the
original canvas will never have clip regions because I don't support passing
those across libhwui<->libwebviewchromium boundary
