qunit, sinonjs: Set "License File" in README.chromium

qunit, sinonjs: Set "License File" in README.chromium

By setting "License File" to NOT_SHIPPED, we can stop hardcoding
exceptions for both projects in licenses.py and let the script skip
those directories automatically.
