It's Ok to pass base::debug::DumpWithoutCrashing during development as it will
upload dump for every unrecoverable error. As this code gets to stable you
should switch to error_callback which is bound to
syncer::ReportUnrecoverableError. The difference is that
ReportUnrecoverableError only uploads dump on canary/dev channels and only in 1%
of errors.

Could you add TODO here to switch to error_callback.
