Charlie, after discussing this I believe we should re-enable this on M54.

I intentionally didn't pull in the DumpWithoutCrashing, because I think it's a
liability to put that into stable. Our working theory is that the issues we're
seeing via UMA are not representative of what real users will see; if that's
incorrect, I expect we should see adequate coverage from our instrumentation on
dev & canary.

LGTM.  Please give bustamante@ a heads up before landing on the branch, just to
be on the safe side.  (It was already approved for merge once and reverted only
out of an abundance of caution, so I don't expect it to be a problem.)
