lcms: Revise previous cmsStageAllocMatrix fix

Also fixed wrong patch file name.
This is fixup of 958e57cb and d2023170

Sorry to attempt the fix again.

I found previous fix will make lcms' own tests (make check) fail. So this is the
new patch.

CQ run can only be started by full committers or once the patch has

Even if an L-G-T-M may have been provided, it was from a non-committer,
_not_ a full super star committer.
Committers are members of the group "project-pdfium-committers".
Note that this has nothing to do with OWNERS files.
