Even if an L-G-T-M may have been provided, it was from a non-committer,
_not_ a full super star committer.

Note.  Didn't realize this is a problem.

kainino: you can use tools/roll_webgl_conformance.py to do the roll, so you
won't ever trigger this issue

Huh, this is really weird! I did use the script, as usual. We're looking into
how this could have happened. Thanks mmoss!
