Actually, considering the case of transfer navigations, this only valid in
NavigationThrottle::WillProcessResponse and
WebContentsObserver::AboutToCommitNavigation, since we don't update the ID to
account for the new transferred request. This makes HasNetworkResponseStarted
unnecessary, since it can only be used in the 2 aforementioned methods.

ReadyToCommitNavigation() throughout.
