does this method need to be part of this interface?

looking at the implementation of
VideoCaptureDeviceLinux::GetDeviceSupportedFormats() it doesn't use any members
of the class -- it's pretty much a static method

this is also requires clients to create a VideoCaptureDevice for some device
before being able to query this method
