Disabling WebRtcApprtcBrowserTest.MANUAL_FirefoxApprtcInteropTest

Disabling WebRtcApprtcBrowserTest.MANUAL_FirefoxApprtcInteropTest since it times out and I can't reproduce locally or find any change to blame. Seems flaky and is already disabled on other platforms.
