Extend ignore_patch_signature_mismatch used by dartium to ignore type parameters with different bounds

Dartium uses this flag to simplify patch file generation for JS interop.
Note that Dartium only uses patch files for static methods and factory
constructors.
The problem is it would be really painful to make the patch file accurately
reflect the bounds expressions of the non-patch file as we would need to match
the imports of the original source file and handle importing by prefix as
required. Given that we don't really care about the generic type arguments for
the JS interop patch files this seems like the more reasonable pragmatic
approach.
