Ryan, is that correct to define the flag in quic_flags_list.cc?

The original cl defined it in the packet_creator.cc
DEFINE_bool(quic_enforce_single_packet_chlo,
            true,
            "If true, enforce that QUIC CHLOs fit in one packet");

In this case, I think I would just make this a global var in
quic_packet_creator.cc
