PTAL. We can build the tool successfully throgh //tools/clang/scripts/update.py
for some reason, but it has missing dependency and fails to build when we build
it out of chromium tree.

LGTM

I assume that things have just changed upstream, and that it will fail with
update.py if LLVM_FORCE_HEAD_REVISION=1 is in the environment.
