Add a Javascript wrapper for InterfaceRegistry.

This allows layout tests to inject mojo interface requests, simulating
such requests from the browser.

right, if this new code is only used for layout tests, it doesn't belong in
content/renderer. anything other than content/shell or content/test should be
for the core multiprocess code, and shouldn't include testing/sample code.
