Import more tests of web-platform-tests.

Import more tests of web-platform-tests.

This CL imports tests which depend on absolute path resources such as
/common/*.  We resolved the absolute path resource loading issue some months ago.

Some tests are moved in W3CImportExpectations because they have other issues.
