Use a binding set for BrowserAssociatedInterface

This allows multiple client proxies in a render process to connect
to a single BrowserAssociatedInterface at the same time.

This has come up a few times, and is coming up again in
https://codereview.chromium.org/2395163002.

Until now I've been advising people to avoid creating multiple client ptrs to a
BrowserAssociatedInterface endpoint, but in the most recent case I think it
leads to worse code. I don't see a good technical reason to prohibit multiple
client endpoints. WDYT?
