Change signal strength image using grey color

This CL changes the signal strength image using grey color, sinice grey
is the default color for Chrome icons.

Thanks! Yes, we plan to do so once the drawing code is ready on all desktop
platforms since it seems that it is now only available on ChromeOS. There is an
issue tracking that:
