Use FileDescriptorWatcher in UdevLinux

Use FileDescriptorWatcher in UdevLinux

This allows UdevLinux to be used from any thread that
instantiates a FileDescriptorWatcher (not just threads that run
a MessageLoopForIO). This will facilitate the migration of
BrowserThreads to base/task_scheduler.
