Make PerformanceEntry::toEntryTypeEnum case sensitive.

The performance timing spec has been clarified[1] to make getEntriesByType
case sensitive. This CL updates Blink to this new requirement.

I didn't import the attached test because it doesn't work correctly in Blink.
The issue is, the test mutates the domain name, which when running layout tests
is 127.0.0.1 and there is no change due to upper or lower casing.
