Use capability spec to control interfaces exposed between gpu & browser processes.

. also fixes issue with utility process not allowing browser to see ServiceFactory
. also removes the "all_interfaces" classes from browser/renderer
. renames the "web" class to "renderer" to match the process types used for the other classes.
