Disabling them in the CQ. They are causing timeouts on retry. I want to see if
they fail on the waterfall, since I have been unable to repro any failures
locally. I will monitor them and revert this if they are failing there.

Rebased, it doesn't seem to like the sha1 file for some reason even though no
one else has made changes since I have.
