I imagine someone is going to ask about rolling this and the banner blink impl
together at some point. I don't think it's necessary for this CL, but if/when
that happens, the lifetime semantics of this object might need to change. In
fact, perhaps we should make merging all of the installability blink stuff
dependent on changes that make the blink code execution context scoped rather
than frame scoped.
