Instead of adding to LocalFrame's API, can you do

m_frame->localDOMWindow()->dispatchEvent(Event::create(EventTypeNames::appinstalled));

That may help this pass blink owners. Plenty of other code in Source/modules
calls Event::create :)

Done. I think I did that because InstallationServiceImpl used to be in Chrome,
but now it makes sense.
