Why does this need to be a method on ExtensionsBrowserClient?  Why can't the API
use the helper directly and own it?

The problem is ImageDecoder is a content API, so //extensions can't use it.

(I guess the alternative is to move the clipboard API into chrome/*/extensions?)

But the ImageDecoder we use is under chrome/browser, not in content.
