Make VirtualTimeTest fast

Make VirtualTimeTest fast

The SimTest destructor calls runPendingTasks. This is a problem
for the VirtualTimeTest because if there are any repeating timers,
advancing virtual time causes the runloop to busy loop. Pausing
virtual time in the test TearDown fixes that.
