Add global objects to constructor mapping of V8PerContextData

OriginTrials is going to assume that all DOM interfaces go through
V8PerContextData::constructorForTypeSlowCase when the first wrapper is
instantiated. Currently this does not happen in global objects.
This CL fixes it.

Can we add a comment somewhere in order to say "all the interfaces must be
registered to V8PerContextData" and to explain "Why"?

The code looks like doing unnecessary things.  I'm afraid that I'd remove them
in future.

The comment "Install a constructor mapping to V8PerContextData" is saying what
it's doing, but not saying WHY it's doing.

Then, lgtm.
