Hey,

This turns on CompositeOpaqueFixedPosition for tests. Unfortunately a lot of
tests had opaque fixed position elements to test our non-composited fixed
position code - to preserve these I've changed them to be opacity: 99% so
they're not opaque and still cannot be automatically promoted but this requires
rebaselining the expectation images as well.
