This sub-CA does not meet the independence criteria to be exempt from

eroman: Make sure I didn't botch the SPKI for the removed cert

$(openssl x509 -in cert.pem -noout -pubkey | openssl pkey -pubin -outform DER |
openssl dgst -sha256 -binary | hexdump -ve '/1 "%02x"')

awhalley: Make sure we're OK with this. This is the least impactful option of
the ones we have.

lgtm. Confirmed by extracting the cert manually with der-ascii that the value
matches.
