ash: Allow web pages to use the Ctrl-M minimize shortcut

I introduced this file because accelerator_controller.cc is becoming polluted
with lots of command implementation functions (and
accelerator_controller_unittests.cc with their tests).

Also, it felt weird to expose this command in accelerator_controller.h, but it
doesn't really fit in window_utils.h either.

If you think creating this file is an OK idea I'll move more of the accelerator
implementation functions over in a later CL.
