I think this is only used by ChromePluginPlaceholder, so it does not need to be
part of the component.

Hm... I think we should move that call to
ChromePluginPlaceholder::OnPluginListChanged(). The other callsite to
ReplacePlugin() (PluginPlaceholder::LoadPlugin()) gets the "real" plug-in from
the RenderView, and if that fails, it means an error during plug-in loading, not
that the plug-in wasn't found.
